At its April 1 meeting the Town of Needham Board of Health took several administrative actions: it designated public health staff as the board’s agents, issued its routine annual charge to educate the community about health impacts of policy decisions, and reorganized board officers prior to town meeting.
Tim asked the board to confirm the annual designation that empowers department staff to enforce local and applicable state public health regulations. After correcting a misspelling in the paperwork, the board voted to designate agents; recorded yes votes included Steve Epstein, Rob Partridge, Arty and Ed Cosgrove. "You are now designated as the agents," the chair stated after the vote.
The board then voted to reaffirm its annual charge to the public health division to "educate and inform the community about the public health impact of policy choices," a practice the board said distinguishes education from lobbying. The motion passed unanimously.
Finally, the board reorganized leadership in advance of town meeting: Rob was appointed chair, Arty vice chair and Stephen secretary/clerk by unanimous vote. The board discussed upcoming reelections and the timing of future procedural actions but did not change policy as part of the reorganization.
All motions reported recorded yes votes from the same four members present; no contested or split votes were reported on these items.
