Personnel committee forwards $481,170 human capital management contract to full board

The Frederick County School Board Personnel Committee voted April 13 to forward a recommended contract award for a human capital management system to the full board.

Presenters told the committee the system is intended to replace multiple spreadsheets and disparate systems with a unified platform to automate processes and provide real-time employee lifecycle data. Staff said the RFP received 11 responses, they interviewed the top five vendors, and they selected a UKG-based solution for most modules while retaining Tyler for payroll and expanding Vector for training and evaluations. "UKG is the selected vendor," a presenter said during the discussion.

The recommended motion presented to the committee named Vertosoft LLC/UKG for K-12 and listed an annual subscription and one-time implementation fee with billing beginning July 1. The motion language read in part: "I move the committee forward to the full board that the contract awards Vertosoft LLC UKG for K-12 for the Human Capital Management System in the amount of $481,170 with the recommendation of approval." The motion was seconded and approved by voice vote; committee members signified "aye."

Committee members asked questions about vendor selection criteria, which the presenters said included system capabilities, technical requirements, support and training, cost, timeline, experience and references. Presenters also noted the ability to integrate training and evaluation tools (Vector) and to continue using Tyler for payroll. The committee forwarded the recommendation to the full board for action next week.
