The Town of Hope Mills Board of Commissioners voted to approve a site-plan revision requested by the developer (GMR/Bridgewater) that changes a portion of a previously approved plan on about 50.76 acres from single-family homes to townhomes and increases the number of for-sale units by 27 (to 404 total residences).
Planning staff described the request as a site-plan amendment to a parcel already zoned R5CZ (conditional zoning). Staff and the developer's representative emphasized that the revision does not add any vehicular connection to the adjacent Golf Acres neighborhood and that previously agreed conditions remain in place, including a six-foot privacy fence and vegetative buffers where required. Staff said the Cumberland County joint planning board had unanimously recommended approval on April 15, 2025.
Multiple residents who spoke during the public hearing questioned whether the packet and notices had been accessible and raised traffic and density concerns. One commenter challenged whether the town's online posting and on-site signage were adequate; planning staff responded that the property sign includes a QR code that links to the full packet and that the current case packet had been available on the town website for two months.
