Council approves special election to form Improvement Area 4 in Delta Shores CFD

The Sacramento City Council approved resolutions to call a special election that will permit formation of Improvement Area 4 within the Delta Shores Community Facilities District (CFD 2019‑01), Finance Department staff said during a public hearing.
Eric Frederick of the Finance Department described the proposed changes as amendments to the CFD’s method of apportionment, boundary adjustments and bonded indebtedness to accommodate owners in the new improvement area. Staff recommended opening the public hearing, taking testimony and adopting the resolutions to call a special election.
Clerk’s office confirmed there were no public speakers on the item. Council Member Mai Vang moved to open and immediately close the hearing and move the item to roll‑call vote; the council approved the resolutions. The roll call recorded ayes from Council Members Kaplan, Dickinson, Pluckebaum, Maple, Guerra, Jennings, Vang and Vice Mayor Talamantes; Mayor McCarty was absent.
The approved resolutions will allow property owners in the affected area to vote in a special election on the proposed CFD changes; the city’s presentation did not include a timeline for the election date or details of the anticipated bonded indebtedness, which staff said would be addressed in subsequent steps.
