Staff described operational constraints (dust and mud in different seasons) and said the designer suggested pea-stone has been successfully used at Cape facilities; the meeting record shows interest in a trial approach rather than converting the whole enclosure immediately. Commissioners noted that enforcement of bagging/clean-up is challenging and that the Land Bank currently pays a contractor to pick up waste twice weekly in an attempt to keep the amenity usable.
