Residents and committee debate $90,000 courtyard renovation at RH Johnson

The Budget & Finance Committee reviewed a late addition to the capital improvement plan for an RH Johnson courtyard renovation, including renderings and a roughly $90,000 budget for mid-level outdoor furniture and electrical work.
Hershel, presenting CIP updates, said the $90,000 estimate covers furniture and electrical upgrades and represents a mid-level quality expected to last seven to 10 years. He said the ARC phase 3 addition had been pulled from this year's budget at the club's request and that the courtyard request originated with the properties committee and residents.
Committee members and residents debated whether the courtyard is a need or a want, and whether the $90,000 mid-level furniture would achieve the 'warm and inviting' atmosphere the properties committee sought. "If we decide to scale it back a little bit in the amount of furniture, that would create some savings and we could potentially do a higher level of furniture," Hershel said. Residents who toured similar spaces at other properties argued for more comfortable couches and shallower seats to suit older users; one resident said deeper wicker chairs were difficult for many people to get out of.
Questions from committee members focused on programming (Friday-night socials, music, coffee/wine service), expected usage compared with other renovated areas, and whether donated materials (previously discussed for ARC phase 3) remain available. Staff said more detailed renderings, a clearer seating count and a presentation to the properties committee would be provided before a final decision.
The CIP discussion also touched on other capital items (Stardust irrigation bids were pending and will be reviewed at a future meeting) and emphasized that committee members can classify projects subjectively as wants or needs when weighing budget priorities.
No formal spending approval was recorded during this meeting; the properties committee and governing board will receive follow-up information including additional renderings, usage data and formal cost breakdowns before any purchase is finalized.
