District says stricter secondary cell‑phone rules worked in year one; board discusses parental outreach

Ventura Unified told the school board Aug. 6 that a more explicit approach to secondary student cell‑phone and earbud rules produced a largely successful first year of implementation.
Staff described the policy as designed to protect instructional time: in elementary and middle school phones should be off and put away during the school day; in high school phones are expected to be off and stowed during instructional minutes, with students allowed to use phones during passing periods, snack and lunch. The district also adopted posters and a tiered behavioral intervention plan and incorporated expectations into student handbooks and back‑to‑school communications.
"Last year we had a very successful year ... if the metric of success is how many points of real tension elevated up to the district level on this issue it was a total of zero for the year," a staff presenter said. Trustees discussed similar bans in other districts and noted that parental concerns — especially about being able to reach students during emergencies — have driven much of the pushback elsewhere. Staff said parental engagement and explicit emergency‑access messaging were part of the district outreach strategy.
Trustees supported continuing the program while balancing parental communications. Staff said they will continue outreach at parent meetings and provide signage and consistent messaging to teachers and students during the coming school year.
