Director Laquisha Blue told the Public Safety Committee on April 15 that the Annapolis Police Department’s Internal Affairs Division received 25 complaints in 2024 and 41 in 2025, with external complaints rising from 13 to 25. She described complaint intake channels (public portal, walk‑ins, Police Accountability Board referrals and emails), outlined common allegation types (excessive force, discourtesy, body‑worn camera violations, false statement) and noted that cases involving members of the public are forwarded to the Anne Arundel County Administrative Charging Committee for disciplinary review.
Blue said Internal Affairs manages accident reviews, use‑of‑force reviews and an early‑warning alert system and that some complaints are quickly exonerated after body‑worn camera review. To resolve lower‑level disputes more quickly, APD plans a mediation pilot using the Anne Arundel County Conflict Resolution Center, with a potential rollout date of July 1, 2026.
Aldermen asked for more granular information about complaint trends, categories and outcomes. APD officials agreed to provide a breakdown and suggested inviting representatives from the Police Accountability Board and the Administrative Charging Committee to the committee’s June meeting. No formal discipline decisions or policy changes were made at the session; committee members requested follow‑up materials and a focused June agenda item on internal and external complaint outcomes.
