Bluff reviews BRICC fire‑suppression bid, window and demolition quotes; hires building inspector and discusses horse‑removal reimbursement

At its May 5 meeting the Bluff Town Council opened sealed procurement bids and reviewed vendor quotes tied to the Bluff Rural Innovation Civic Center (BRICC) and other town projects, and staff provided operational updates on the building department.
Staff member Malia Collins opened a single sealed bid from System Service Specialist Inc. for BRICC fire suppression that totaled $204,050 and was itemized into design ($89,250), fire alarm ($58,500), underground work ($54,750), kitchen hood ($1,550) and fire cabinets (priced per unit plus installation). Collins said she will confirm the bid is complete and will meet with the Design Review Committee prior to the BRICC special meeting scheduled for May 7.
Collins also read three window replacement quotes (Utah Window Experts $12,984.03; TWS Construction $37,700; Clarity Glass LLC $36,500) and three selective demolition quotes (DRL Enterprises $79,250; Pueblo Tierra Construction $119,800; TWS Construction Inc $145,800). Collins said she will review the quotes and meet with the DRC before Thursday’s meeting.
On staffing, Erin Nelson reported that Blanding City is temporarily assisting Bluff with inspections under an interlocal agreement. The town extended and the applicant Ben Tomko accepted an offer for the building inspector position; Tomko lacks only the 40‑hour class for building officials and is scheduled to start on May 8, 2026. Kristen Bushnell will continue serving as permit technician. Nelson cautioned that inspections will be scheduled in advance and that penalty fees will apply for unpermitted work.
Councilmember Gary Haws, who represents a nonprofit called Hozho Horse Haven, asked the council to reimburse costs associated with the capture and removal of feral horses that had been billed to the town; Haws said the nonprofit will cover housing and transport and recommended billing the cost to the town’s Enforcement or Public Nuisance budget line. Council members expressed no objection to moving forward with the request.
Council also approved Resolution #103 adopting the tentative FY2027 budget (roll call vote recorded) and confirmed public outreach events including a May 19 open house to discuss the budget and related projects such as BRICC, wayfinding and Dark Sky efforts. The meeting adjourned at 5:45 PM.
