House Committee on Labor advances six concurrent resolutions; several drew expert and public testimony

- SCR 178 (procurement and retainage transparency): subcontractor testimony urged wider adoption of DAGS’ prompt-payment retainage tool; recommendation adopted.
Only SCR 56’s decision-making roll call was recorded in the transcript with named votes (Chair and Vice Chair yes; Representative Garrett excused; Representatives Capella, Kong and Mizuno yes).
