The Kodiak Island Borough Assembly reviewed draft evaluation forms for the borough manager and clerk during its April 16 special work session and discussed modest changes to encourage two‑way feedback.
DPO Whiteside explained the clerk had distributed draft evaluations and that managers would now complete self‑evaluations to inform the Assembly’s review. He said the format was revised last year and no wholesale changes were proposed. Several Assembly members supported adding a question asking what the mayor and Assembly can do to better support the manager and clerk.
Manager Williams and others cautioned about timing and candor: some members noted that having self‑evaluations available while elected officials are completing their reviews could affect how frank responses are. The group agreed staff should refine the proposed wording for the additional reflection question and consider producing a short, separate feedback document to capture two‑way suggestions for improvement.
Staff will provide the finalized language and a timeline for returns; members noted that new Assembly members who feel they lack sufficient information may leave fields blank with an explanation. The Assembly did not take a final vote on form changes and directed staff to circulate revised materials before the next personnel review milestone.
