The Plymouth Planning Board approved a minor-subdivision application that splits parcel 223-029 (Melvin Road) into two lots, granting the application as presented by Alan Barard on behalf of property owner Marilyn Rascott.
Barard told the board the plan shows two lots — a one-acre lot located behind the Tenny Mountain Country Store that will be served by municipal sewer, and a roughly 1.5-acre lot that includes existing dwellings served by state-approved septic systems. He described field work completed for the plan, including wetlands delineation by a certified wetlands scientist and the setting of subdivision corners; he also described a requested design waiver to allow a 75-foot well-protection radius to overlap Melvin Road, which would avoid placing a well within mapped wetland.
Board members asked technical questions about benchmarks, whether the 1-acre lot could obtain state subdivision approval (Barard said it could not and thus would rely on the municipal sewer connection), and how the waiver would avoid wetland impacts. The public hearing opened and closed with no public speakers.
During findings of fact the board noted both parcels meet dimensional requirements, acknowledged that a substantial portion of proposed Lot 2 is wetland but that a potential building location and driveway are shown, and recorded that state subdivision/septic approvals were on file where required. A motion to reapprove the subdivision was moved, seconded and approved by voice vote. The board congratulated the applicant on a thorough submittal.
