Nelson County reviews garbage billing; judge says residents will not be retroactively charged

Nelson County Judge-Executive Tim Hutchins told radio listeners that a county review of garbage accounts has uncovered more than 100 addresses with billing irregularities and that staff are working through complex cases.
"If you've got a residence that has not been getting a bill you will be getting a bill but we're not going to go back and ask you to pay for the last 8 5 10 years," Hutchins said. He described cases that will require special handling, including properties with joined lots, roll-off dumpster accounts and other situations where the ordinance and legal liability must be clear before enforcement.
Hutchins said the county is contacting affected residents and is preparing a final report; he estimated the cleanup involves "hundreds of thousands of dollars" but did not provide a final total. He asked residents to respond to county outreach and said staff will try to resolve billing discrepancies without charging retroactive years where no bill was previously issued.
Hutchins also warned the situation is complex and may take a month or more to finalize; he asked for patience while staff complete the investigation and clean up internal processes.
