Steve and Parks Department staff described revisions to the agreement, including a requirement that the association remove trash within 24 hours, a reduction in player registration fees from $24 to $20, a lowered tournament rate from $100 per team to $80 per field per day, and seven-day access to fields rather than five days. The agreement also retains a discretionary audit/inspection provision focused on documentation "directly related to activities conducted on city facilities," with a 30-day deadline for responses to written requests.
Marshall Miller, who introduced himself to the board as "Marshall Miller, I'm president" of the association, said his group proposed hosting additional tournaments and charging team fees to out-of-town participants to cover maintenance and avoid increasing costs for Joshua families. "My proposal isn't to eliminate fees. It's eliminate JYSA paying the fees and putting [them] on the non-residents that come to our town and use the field," Marshall said, describing tournament team fees as a revenue source the association expects will exceed the $20-per-player revenue.
Staff and board members discussed estimated maintenance costs and revenue: parks staff estimated annual maintenance and operating costs near $22,000; player fees at current registration levels were projected to recover roughly $13,000 to $16,000; JYSA reported about 27028300 current registrants and projected spring tournament revenue that could exceed existing collections. The board directed staff to prepare an addendum outlining how tournament revenue could be used and to re-evaluate the agreement after spring tournament results, with a review targeted for July.
A motion to approve the agreement as presented, with an addendum around field usage fees and tournament-play alternatives, was moved, seconded and approved by voice vote.
