Lackawanna County approves routine grants, contracts and payables; board authorizes grant applications and contract renewals

At its April 15 meeting the Lackawanna County commissioners approved a package of resolutions including payables, a VOCA grant application, DCNR master-plan grant authorization, an LSA grant amendment for University of Scranton equipment, a consulting agreement for roads and bridges, a prison HVAC maintenance contract renewal and a state food purchase program agreement.
The Lackawanna County Board of Commissioners approved a series of routine financial and contract items during its April 15 meeting, including grant applications, contract renewals and vendor agreements.
Key approvals included:
- Resolution 26‑0114: Approval of county payables and transfers as read at the meeting. (Transcript contained numeric formatting artifacts for some amounts; the board voted to approve the item.)
- Resolution 26‑0105: Authorization for the district attorney to submit a Victims of Crime Act (VOCA) grant application to the Pennsylvania Commission on Crime and Delinquency (transcribed figure ~183,490). The district attorney’s representative said the noncompetitive, continuing grant would partially fund staff positions serving crime victims.
- Resolution 26‑0106: Authorization for the planning department to apply to the Pennsylvania Department of Conservation and Natural Resources for a Lackawanna County open‑spaces, trails and outdoor recreation master plan; planning director Mary Liz Donado said the county last did a countywide plan in 2004 and DCNR suggested separate county submissions.
- Resolution 26‑07: Amendment to a previously submitted LSA grant application to adjust the funding request for the University of Scranton nursing simulation equipment project; economic development director Tom Carluchi said the change reflects revised cost estimates and would not obligate county funding.
- Resolution 26‑08: Approval of a six‑month consulting agreement with Lawrence J. Lucas to assist the roads and bridges department at $100 per hour, up to 16 hours per week, to support the transition to a new director.
- Resolution 26‑010009: Renewal of the prison HVAC maintenance contract with Seaman’s Corporation for April 1, 2026–March 31, 2027; chief financial officer David Bzone read a renewal cost of $39,280 (4.4% increase over the prior year) and recommended approval.
- Resolution 26‑0113: Approval to enter into the state food purchase program agreement with the Pennsylvania Department of Agriculture (July 1, 2025–June 30, 2026); Human Services director Barb Durkin said the program moves roughly $455,000 to local food providers via an RFP and requires no county match.
Each item included a short presentation from the relevant department head or representative and passed by voice vote. In several places the audio transcript recorded numbers and spellings imperfectly; where amounts were unclear the board discussion treated the figures as read and voted to approve the motions.
