District plans migration off copper phone lines, plus radios and door controls for redundancy

Facilities staff briefed the committee on a planned migration away from POTS (plain old telephone service) copper lines toward voice-over-IP/SIP trunking and parallel investments to strengthen emergency communications and building security.

Staff said phone carriers are phasing out POTS and the district has discussed options with Gigotel. A previous infrastructure build-out for Miller School was cited as having cost about $35,000–$40,000; staff will return with firm cost estimates before any procurement. Sam Overlock, who services district phone systems, was identified as the technical lead for porting and configuration.

Board members raised concerns about fail‑safe behavior if internet service is lost. Staff described mitigation measures: short backup power to preserve phone ports for 20–30 minutes, call forwarding to the central office or to dedicated cell phones, and segregating internet service so that not all buildings rely on a single link. Staff said alarm panels and elevator monitoring will likely use cellular connections and recommended dedicating a cell phone number per building as an interim failover.

Because communication outages can coincide with emergency events, the group also discussed radio repeaters and pinned radios that can operate independently of phone and cell networks. Board members recommended pursuing grants (EMA/FEMA) and forming a superintendent safety task force with local police and fire to plan repeaters, pinned radios and door‑entry controls. Staff suggested an August migration target to port numbers and train staff before school starts.

No votes were taken; staff said they will provide a cost estimate and implementation plan before proceeding.
