Phy Davis, the committee intern for Norwich, reported that House Bill 649, an act relating to captive insurance companies, passed both chambers and was delivered to the governor on March 18, 2026. Davis said House Bill 648 (an act relating to banking, insurance and securities) was read in the Senate and referred to the Senate Committee on Finance on Feb. 4, 2026, and that House Bill 34 has remained in the Senate Finance Committee since May 13, 2025.
Committee members asked staff and interns to follow up on the most recent testimony dates and the detailed status of bills that remain in Senate committees. The chair asked interns to continue tracking items and flagged several bills that may return to the committee for further action next week.
The committee also set research assignments, including a study on the ramifications of eliminating the penny and a review of items that might be placed into the economic development package.
The meeting closed with scheduling for next week’s hearings and reminders about floor calendars.
