County staff brief Board on 2025 General Plan and Housing Element annual reports, no action required

Associate Planner Trish Turner presented the Lake County 2025 Annual Progress Reports for the General Plan and Housing Element, telling the Board the reports must be submitted by April 1 under Government Code 65400 to keep the county eligible for housing and infrastructure grants.
Turner said the reports will incorporate actions from the Lake County General Plan 2050 effort and recent local planning work, including adoption of the climate adaptation plan, zoning and code amendments to streamline housing approvals, Local Area Plan draft reviews and the Housing Action Implementation Plan. She also reported an omission in the 2023 Housing Element Annual Progress Report: Collier Avenue Apartments, for which 40 building permits were issued, included 39 deed-restricted low- and very-low-income units that were not recorded in that year's filing; staff will coordinate with the Department of Housing and Community Development to update those counts once the state completes the 2025 statewide compilation.
Supervisor Owen and other board members asked for clarification about homeless Point-in-Time (PIT) count timing and preliminary veteran counts; Turner said the county relies on the annual PIT count, which was conducted in January, and that preliminary local numbers were close to final but still subject to confirmation. The item was informational only and required no formal action by the Board.
The Board opened the item for public comment and heard none. Staff said they would submit the completed reports to the state and incorporate clarifications requested by supervisors before posting public notices.
