Medina seeks $2.95M to add third filter and lower manganese levels in drinking water

Representative Robbins presented Medina’s request for $2.95 million to expand and upgrade its water-treatment plant. Mayor Todd Elders testified the project would increase capacity from 2.2 to 3.0 million gallons per day by adding a third gravity filter, replace filter media, and implement mechanical, electrical and plumbing upgrades to extend facility life and improve reliability.
Elders said elevated manganese levels — six wells exceed guidance by more than 300%, and one exceeds guidance by over 1,000% according to testimony referencing the Minnesota Department of Health — drive the need for enhanced treatment. The plant upgrades would add redundancy, improve treatment performance and help the city meet projected maximum daily demand through 2040. Funding sources listed included the city’s water capital fund, connection fees from new development, user fees and the requested state capital appropriation.
