Commission approves Quick Trip site plan after debate over canopy design

Planning staff presented a site plan on April 15 for a Quick Trip convenience market with fuel pumps at Joby Jackson Parkway and Butler Drive. Miss Kerr told the commission the project requires right‑turn lane work and multiple access points and that the building architecture meets city design guidelines. The proposed gas canopy uses a multi‑tiered roof rather than a single pitched roof.
Commissioners questioned whether the proposed tiered canopy satisfies the design-guideline language that canopy roofs "may not be flat" and noted prior, inconsistent treatments for other applicants such as Wawa. Mr. Newman and other staff members explained that the guideline requires "pitched roofs or other treatments shall be provided to add interest to the roof," and that alternative treatments are judged on the facts of each application.
Given that interpretation, commissioners said they were inclined to allow staff to work with the applicant to ensure the canopy provides sufficient interest and consistency with surrounding development. Chair Hallebertton moved to approve the site plan subject to staff comments; Miss Jacob seconded and the motion passed.
The commission also noted ongoing work to revise the design guidelines with community stakeholders; the revision effort may add illustrations or tightened language to reduce future ambiguity about canopy treatments.
