Staff updates: DNR shoreland letter expected; council considering Riverside Drive annexation; data-center presentation scheduled

Planning staff said a Minnesota DNR approval letter for a proposed shoreland overlay is expected before the March meeting, city council is reviewing an orderly annexation for properties along Riverside Drive, and planners were invited to present Brainerd's data-center regulations to GreenStep on Feb. 26.
At the Feb. 18 meeting the Planning Commission received several staff updates. James said he met with the Minnesota Department of Natural Resources and expects an approval letter in time to hold a public hearing on the proposed shoreland overlay district at the March planning commission meeting.
James also said the City Council is considering an orderly annexation agreement for parcels along Riverside Drive that have or will have municipal utilities and have irregular boundaries; he asked commissioners to note public interest at the prior council meeting.
Commission members noted an upcoming Feb. 26 presentation on data centers (organized by GreenStep). James said Brainerd is among the few municipalities that have developed data-center regulations and was invited to discuss the city's approach, regulatory challenges and lessons learned. Commissioners discussed remote attendance and quorum considerations for members who may attend the Feb. 26 session remotely.
Commissioners raised other procedural items and then adjourned; staff will report back on the shoreland public-hearing schedule and council action on the annexation.
