North St. Paul council adopts 2026 budgets and 8% levy increase

The North St. Paul City Council on Dec. 16 approved the citys 2026 final levy and associated budgets, adopting an overall 8% levy increase that Dan Winnick, the finance director, said amounts to roughly $638,000 across the citys funds, the housing and redevelopment authority and the economic development authority.
Winnick told the council the action is the culmination of an eight-month budget process involving department head submissions and staff review. "All of the budgets and everything that are presented in front of you today and the resolutions are all in alignment," he said, explaining the levy covers general, park, street maintenance, asset preservation and debt service funds.
Why it matters: the levy resolution sets property-tax levies that fund core services and capital projects; the council also adopted separate resolutions for the HRA and EDA levies, approved non-levy (enterprise and special revenue) budgets and approved the 20262035 capital improvement plan, which incorporates 2026 projects already funded in the budgets.
