Planning staff (James) told the commission the proposal sits in the industrial park's general industrial zoning district, where the code allows office/business uses. He said the proposed building footprint is 4,941 square feet, which "allows for 33 spaces without a CUP," and that the applicant requests a conditional use permit for 65 off-street parking spaces to serve the two-story clinic and anticipated growth. James testified that the design meets zoning design standards and that the Economic Development Authority is reviewing a purchase-and-development agreement related to the parcels.
Applicant Christina Britain, identifying herself as a Brainerd-born dermatologist and business owner, told commissioners she has expanded her practice from a handful of employees to roughly 30 staff and multiple providers and that clinic scheduling creates overlapping arrivals and departures. "For every provider there's going to be at least three vehicles there," Britain said, explaining the firm's estimate of roughly three to four parking spaces per provider.
Commissioners probed the parking calculation and related site issues. Commissioner Peterson asked why parking is set by square footage; James explained the commission adjusted off-street parking standards previously to account for multi-level buildings and varied uses. Commissioners also asked whether lighting and stormwater would meet city requirements; James said lighting would be reviewed at building-permit submittal and that the design is preliminary but shovel-ready infrastructure and existing stormwater features could reduce the need for ponds.
After a brief discussion and no public opposition, the commission moved, seconded and approved the recommendation to grant the conditional use permit as presented; the chair said the advisory recommendation will be forwarded to the City Council for final action at its March meeting.
