Sutter County approves contract amendments for Lakeside at Sutter Point; receives 2025 housing element progress report

The Sutter County Board of Supervisors approved two contract amendments tied to the Lakeside at Sutter Point specific plan and received the county’s 2025 Housing Element annual progress report.
Neil Hay of Development Services described Amendment No. 5 to the contract with Economic & Planning Systems (EPS), a consultant supporting modeling and the urban services implementation plan. Hay told the board the amendment would retroactively extend the agreement and increase compensation by $75,000 to a total of $588,000; he stated consultant invoices are reimbursable by the developers. "The consulting agreements through Lakeside and CenterPoint are 100% reimbursable by the developers," Hay said. Supervisor Baines moved to approve the EPS amendment and Supervisor Stevens seconded; a roll-call vote recorded unanimous approval.
Hay also described Amendment No. 2 to a contract with NBS Government Finance Group to extend the term and allow NBS to produce the legal paperwork to establish a county service area (CSA) and county facilities district (CFD) that would receive revenue to fund urban services. Hay said NBS works with EPS to convert the urban services implementation plan into formation documents and to go through the LAFCO process. The board approved that amendment by roll call after no public comment.
On housing policy, Casey Murray, senior planner, summarized the 2025 Housing Element annual progress report required by State Department of Housing and Community Development (HCD). Murray said the county submitted the annual report on 01/20/2026 and HCD accepted it as complete; minor updates tied to a homeless housing assistance and prevention grant were later accepted on 03/26/2026. Staff recommended that the board receive the report and no formal action was required.
