Waterford council approves measure to ask voters about district elections

The Waterford City Council voted to place a ballot question before voters in November asking whether the city should change from at-large to district-based elections.
City staff presented Resolution 2026-29 and an accompanying ordinance text and consultant-preferred map intended to comply with voting-rights requirements. The staff report said if the council approves the resolution, city staff and the city attorney’s office will take steps to submit the materials to the county and obtain the impartial analyses required for a ballot measure.
Mayor Goguen, who said "I think it should be the voters decision and... it's their city and I think they should decide how it's run," moved to approve the resolution. The motion was seconded and passed 3–1. No members of the public spoke during the public-comment period on this item.
If voters approve the proposed ordinance at the November election, Waterford would transition from at-large elections to district-based elections under the enacted ordinance and map. Staff said the city will follow required steps to submit the measure to county elections officials and to prepare explanatory materials for the ballot process.
