Waukegan committee approves IDNR grant agreement for beach access and two Yeoman Creek cash calls totaling up to $192,111 for city share

At its Feb. 17, 2026 special meeting the City of Waukegan Finance and Purchasing Committee approved a resolution to enter into an "Azlet Grant Agreement" with the Illinois Department of Natural Resources for construction of the Waukegan Dunes and Beach Access Project and approved two disbursements to the Yeoman Creek Remediation Group Trust.

Committee members voted by roll call to authorize the citys share of the 2025 Yeoman Creek cash call, an amount not to exceed $81,445, and the 2026 cash call, not to exceed $110,666. Staff said funds for those Yeoman Creek disbursements will come from line item 100-712924636. Meeting materials state the City of Waukegans allocation is 34.54% of the Yeoman Creek budget; the citys 34.54% allocation for the (full) budget was listed as $162,889 for 2025, and the 2025 cash call is for 50% of the budgeted amount. The 2026 draft budget (approved by the Yeoman Creek Remediation Group on Dec. 3, 2025) lists the citys 34.54% allocation as $110,666 and the cash call for 2026 was for 100% of the budgeted amount.

Motions and seconds were recorded in the transcript: the Azlet Grant Agreement motion was made by Alderman Florian and seconded by Alderman Martinez; the 2025 Yeoman Creek motion was made by Alderman Florian and seconded by Alderman Felix; the 2026 Yeoman Creek motion was made by Alderman Martinez and seconded by Alderman Felix. Roll-call votes recorded Aldermen Newsome, Florian, Felix and Martinez voting in favor on each item.

The committee carried each motion. No additional fiscal analysis or public testimony on the grants/cash calls was recorded in the meeting transcript prior to adjournment at 6:23 p.m.
