Red Bank council adopts ordinance creating Red Bank Visual Arts Committee

The Red Bank Borough Council adopted Ordinance 2025-06 on final reading and public hearing to create a new Red Bank Visual Arts Committee (a council-established advisory body to encourage and facilitate public visual art).
Council member Kate, speaking at the final reading, thanked colleagues for supporting the new committee and called it “really exciting” for Red Bank. "I'm excited to see this really grow into something great," she said, noting the town’s existing arts organizations and the committee’s potential to coordinate public art efforts.
The ordinance (introduced April 10) was opened for public comment with no substantive objections. On a motion to adopt 2025-06 the council voted by roll call: Council member Vonitakis — yes; Council member Cassidy — yes; Council member Casey Blackwood — yes; Council member Forest — yes; Council member Janone — yes; Deputy Mayor Triiano — yes; Mayor William Portman — yes. The clerk recorded a unanimous adoption.
Deputy Mayor Triiano read the founding committee membership approved by resolution: Michael Mazio (owner/operator, Gallery Lucida), Ellen Martin (Oyster Point Hotel art program), Victoria Steel (artist/educator), Jane Kleman (artist/sculptor), Michael White (muralist), Sandy Riddle (arts education/events director), and Donna Rubin (artist). Triiano said the committee will hold public meetings and that one alternate seat remains open.
The ordinance adds a new article to the borough code establishing the committee’s purpose to encourage public visual arts, coordinate with existing arts organizations and support public-art installations. Members said they expect the committee to help expand murals, programming and collaboration between the River Center and arts stakeholders.
The council approved several consent resolutions (Res. 25-87 through 25-94) in a single roll-call vote following the ordinance adoption. No council member requested items be pulled for separate discussion.
