Red Bank River Center presents $579,970 2025 assessment budget; council hears priorities

Marin Bennett, the new executive director of the Red Bank River Center, presented the special improvement district’s 2025 assessment budget to the council, saying the plan holds commercial assessments steady while prioritizing programming, public art and infrastructure support. “This year’s budget reflects no increase in the assessment on commercial properties,” Bennett said during the presentation.
The River Center’s assessment budget totals $579,970 and covers ongoing operations, debt service for the 2019 streetscape enhancements and new investments in downtown promotional and placemaking efforts. Bennett told the council the budget relies on a mix of assessment revenue, program income, grants, sponsorships and fundraising to support signature events, marketing and business-support programs aimed at increasing downtown vibrancy.
Bennett outlined key 2025 priorities: installing upgraded recycling/garbage units to support a cleaner downtown, refreshing holiday decorations and lighting, expanding free daytime and evening programming, a branding refresh to promote Red Bank’s arts and culinary scene, and continued support for business recruitment and public art projects including a recently completed mural at Canopy Crossroads.
Council members and members of the public asked clarifying questions about how the River Center will fund new initiatives without raising assessments. Bennett said additional grant funding and fundraising will supplement flat assessments and highlighted that the River Center board formally approved the budget on Feb. 13, 2025.
During the public Q&A, residents and councilors also raised related concerns about downtown construction overlap, parking, and street maintenance. Bennett said River Center will continue coordinating with the borough and business owners to minimize disruption and to align events and streetscape work with long-term downtown goals.
The presentation did not include a council vote on the assessment; Bennett’s remarks served as the River Center’s annual overview to the governing body. The River Center will proceed with the adopted board budget while continuing outreach on grant and fundraising strategies.
