Board tables career and technical center budget after questions about $280,000 increase

The Pencrest School Board on April 14 tabled the career and technical center (CTC) budget after members demanded more information about a reported roughly $280,000 increase in the CTC’s operating budget.
Board members said multiple line items—guidance services, principal and director offices, and new CTE programs—accounted for rising costs and asked the CTC to provide clearer, itemized explanations. "If we don't approve the budget, they will have to approve it in May," a board member said during the exchange, noting the districts’ review timeline. Another member pressed for a formal presentation from the CTC business manager, saying, "Before we vote on it, we're beating up our people — I think we need more clarity."
Superintendent Mr. Ford and other board members said some increases reflect a newly proposed educator pipeline program and salary and benefit changes; board members asked whether some program elements could be run in-house or phased to reduce immediate costs. The board discussed asking the CTC to explain specific new-program line items and to justify the guidance-service increase, which one member said rose by about $91,000.
The board also debated process and record accuracy after members disagreed about how detailed the CTC briefing had been at a prior meeting. One member who attended the earlier presentation said the business manager gave a thorough briefing; another board member said he had not seen sufficient detail and requested additional documentation. The solicitor and other trustees said they would invite the CTC business manager, Ryan Smith, to the finance meeting scheduled for April 29 to answer questions directly.
The board formally moved to table agenda item E (the CTC budget) and voted in favor, leaving the district’s other finance consent items to proceed. No final changes to the CTC budget were adopted at the April 14 meeting.
The board’s next step is to receive a detailed presentation from the CTC business manager at the April 29 finance meeting and vote on the budget at the board’s May meeting if the districts’ timelines allow.
