Board backs staff recommendations to lower speeds on South Butte and Riviera roads; formal adoption scheduled later

The Sutter County Board of Supervisors voted to approve staff recommendations that would lower posted speed limits on two county road segments and directed staff to return the items for formal adoption.
For South Butte Road, county staff presented an engineering traffic survey showing about 730 vehicles on the studied segment and recommended a 45 mph limit for the stretch between Erwin Avenue and Morehead Road (the unposted prima facie limit is 55 mph). Board members said residents report high speeds and one supervisor said the board will monitor results and consider further reduction to 35 mph if conditions warrant.
On Riviera Road (the Larkin Road to Mateer Road segment), staff reported higher traffic volumes on Larkin Road (in excess of 3,800 vehicles per day) and a history of accidents in the vicinity of Larkin and Riviera. Staff recommended reducing the prima facie 55 mph limit to 50 mph for the identified segment; supervisors noted the need to revisit the intersection later for a potential stop sign, particularly during seasonal harvest traffic.
Both items drew no public comment. Each recommendation was moved, seconded and approved by unanimous roll-call vote. Staff read ordinance language and told the board the items would be continued for formal adoption at the April 28, 2026 meeting (or otherwise returned for final ordinance adoption).
