Commissioner raises battery storage and setback concerns as EDP seeks second solar phase

Commissioner Chad A. Blessinger told the commissioners on April 20 that EDP Solar expressed interest in proceeding with a second phase of its solar park in the Duff area. Blessinger said he raised concerns about setbacks and battery storage (BESS) and that EDP recommended hiring and paying for a third‑party engineer to monitor and oversee work.
Blessinger said EDP representatives are expected to appear at future meetings to respond to public concerns. He also reported that a hard copy of an NFPA report on battery energy storage systems is being mailed to him and that he will make the document available once received.
County staff asked that future EDP presentations address public safety questions, setback standards and any proposed battery siting or mitigation measures. No formal action was taken at the meeting on the solar project; commissioners said the company’s offer to fund independent engineering oversight would be helpful for public confidence.
