Red Bluff council adopts 2025 housing element progress report and authorizes submittal to state

City planning staff recommended that the council adopt resolution 4‑2026 accepting the 2025 housing element annual progress report and the 2025 general plan annual progress report and authorize staff to submit the reports to the California Department of Housing and Community Development (HCD) and the Governor's Office of Planning and Research before the April 1 statutory deadline. The council voted unanimously to adopt the reports and authorize submittal.

Staff explained the updated HCD reporting requirements, including more granular income-level categories and required standardized tables, program implementation status and surplus land inventory. Planning staff highlighted two housing projects mentioned earlier in the meeting—Palm Villas (321 South Jackson, 61 units) and The Bluffs Community Project (27 units)—noting those projects will add a combined 88 units toward the city's RHNA numbers.

Council members asked clarifying questions about the statutory nature of the reporting requirements and whether changing state leadership would affect the standards; staff responded that the requirements are statutory and would not change without action by the legislature. A public commenter asked whether the projects will require prevailing wages and whether local residents will have access to construction jobs; staff said prevailing wage is likely when federal or state funds are involved and that many contractors are from Shasta County, which could provide local hiring opportunities.

Mark Clement moved to adopt the first portion of the item (accept the 2025 housing element annual progress report); the motion passed unanimously. The council then separately authorized staff to submit the reports to HCD and the Governor's Office before the April 1 deadline; that motion also passed unanimously.
