Board declares public nuisance on Corning property, adopts proclamations and ordinances

The Tehama County Board of Supervisors on May 5 adopted a planning commission recommendation to declare a public nuisance at a Corning property (5639 Highway 99 W, APN 069‑040‑019) owned by Frank Johnson and ordered abatement and itemized cost recovery if the owner does not correct violations.
Code Enforcement Officer Ron Robbins told the board that the property had multiple recreational vehicles being used as residences, unpermitted septic systems and debris on a parcel zoned light industrial. Robbins said the current owner was allowed time after the prior owners’ deaths to obtain title, but the condition persisted and the planning commission recommended the nuisance declaration to enable abatement and, if necessary, law enforcement removal of occupants and vehicles. The board voted unanimously to adopt the planning commission’s decision and direct enforcement officers to proceed if the owner fails to abate.
At the same meeting the board also: • Adopted a proclamation designating May 2026 as Building and Safety Month and announced a community coffee event with building officials (motion carried by roll call). • Adopted a proclamation recognizing May 2026 as Mental Health Awareness Month and heard behavioral health staff introduce Red Bluff High School NAMI club members and public training opportunities. • Approved a no‑cost memorandum of understanding with Partnership Health Plan of California to coordinate Medi‑Cal services for child‑welfare involved families (authorized the social services director to sign). • Moved forward an ordinance to dissolve the deferred compensation committee and house administrative responsibilities in the treasurer’s office, and introduced an ordinance to change the existing $500 monthly automobile allowance to a flat yearly allowance calculated at 1,000 miles at the county’s IRS mileage rate (both items were accepted for introduction).
All recorded votes on these items were affirmative in the roll calls taken at the meeting. The nuisance declaration gives county staff enforcement authority and the board authorized keeping an itemized account of abatement costs to charge against the premises if the work is performed by the county.
