Board backs SkyView water monitoring well planning and a teen resource center for CDBG application

For the upcoming Community Development Block Grant round the board directed staff to submit a planning grant for a SkyView Water District monitoring well and to include PATHs teen resource/navigation center as a program project; Los Molinos Veterans Hall was discussed as an alternate for future rounds.
The board on March 3 provided direction to staff on priorities for the 2025 Community Development Block Grant (CDBG) Notice of Funding Availability. Tom Provine explained the county can submit one shovel-ready construction project (or planning conversion), one planning project and up to two program projects.
The board chose the SkyView Water District planning request (a monitoring well to support a larger multi-million-dollar water system project that would improve drinking-water reliability and fire-suppression capacity in the Sky Ranch area) as the planning slot and selected the PATH teen resource/navigation center as a program application. The SkyView project has been on the countys list for years and administration said the monitoring well would supplement other secured construction funds to help ensure system reliability.
Los Molinos Veterans Hall exterior repairs (siding and parking-lot work) was discussed as an alternate planning target; the board asked staff to keep it on the list for future rounds if SkyView proceeds. Administration noted that some water-district projects (such as Pescana) lack federal NEPA clearance or required income surveys now, and so would not be shovel-ready for this cycle but remain priorities for the next round.
Provine said the county will return in early April with the authorizing resolution required to submit the CDBG application; community outreach and eligibility documentation (income surveys, environmental reviews) are needed to strengthen the application.
Board members emphasized the human-right-to-water and emergency-response benefits of adding a monitoring well in Sky Ranch and expressed support for the teen center program to provide services for underprivileged youth.
