The change is intended to help prevent property-related fraud, including attempts to record transfers or encumbrances without a true owners consent; the clerk framed the service as a practical response to SB255 and as a protective measure for property owners.
The contract was presented as an operational tool: notices go to the previous owner address the assessor has on file and include instructions for follow-up. The board voted to approve the agreement and authorize the clerk to sign; the district attorney and assessor (both present) supported the approach.
The clerks office will work with ParcelQuest and county assessor data to set up the notice workflow and monitor results; the board asked staff to report any consumer confusion or technical issues after implementation.
