Board approves grant authorization, contract increase and letters backing local conservation and land bills

At the April 21 meeting the Tehama County Board of Supervisors approved a set of consent and regular-agenda items that included a small Air Resources Board grant for the Air Pollution Control District, a contract amendment for outside investigative services, and several letters of support for local projects and state legislation.
The board adopted a resolution authorizing the Air Pollution Control Officer to sign a California Air Resources Board emissions-inventory grant (G24EIDG31) in an amount up to $8,583 to support required emissions inventory work under AB 197. An APCD staff member said the work is required whether or not the funds are received and the grant provides a way to recoup costs. The resolution passed on a motion by Supervisor Burrows, seconded by Supervisor Zane, with a 50vote.
The board also approved amendment No. 3 to a purchasing agreement with VanderMeiden Makis Law Corporation to provide independent, impartial investigations of county employees and raised the contract ceiling to $250,000. The motion to approve was moved by Supervisor Hansen and seconded by Supervisor Jones and passed on roll call.
On letters of support, the board approved a request from the Resource Conservation District to send support for Crane Mills' CAL FIRE workforce-development request for an excavator and for the Emerson and Perry Riffle fish-passage improvement project; both motions passed with recorded roll-call votes. The board also approved an amended letter supporting designation of the 360-mile Bigfoot Trail as a National Recreation Trail after removing a reference to a 2025 Land Act at Supervisor Zane's request. Finally, the board approved sending a letter supporting SB 1176 (restricting certain foreign entities from acquiring controlling interests in California agricultural land) following discussion about how a federal or state "adversary" list would be applied.
The board recorded roll-call votes for each motion and staff made the requested amendments to letters before signing.
Ending: The items were approved as amended; staff will transmit the letters and execute the grant and contract amendments per board authorization.
