The Moorpark City Council voted to extend the current library operations contract temporarily and directed staff to prepare goals, metrics and an RFP for the library services that will operate the city’s new library facility.
Staff reported that Moorpark has operated the library under a contractual model since 2007; the current five‑year agreement with LS& S expires June 30, 2026 and requires a minimum of 7.5 full‑time equivalent positions. The contract amount for the current term is roughly $2.995 million over five years (about $600,000 per year for contract services), and the total annual library budget (including facility costs and collections) is approximately $1.3–$1.4 million.
Council members asked for clearer, measurable goals that reflect the programming and space anticipated at the new library; staff and council discussed developing goals as a deliverable in the new services agreement and involving the library board in that process. Library staff noted some operating benchmarks are already reported to the California State Library but acknowledged the city lacks a single, council‑approved goals document tied to the contract.
Given time needed to craft goals and an RFP that reflects the new facility, the council approved a motion to seek a short extension (six months from the contract expiration) while staff and the library board develop goals and prepare an RFP. The city will return to council with options and a timeline for issuing the RFP.
