Paula Dennison presented staff comments for each application. For Z Squared Holdings III at Lot 1, Nelson's Corner, owner Alicia Zuger outlined plans to operate an assisted‑living facility from an existing residence. The council approved the conditional use permit with conditions requiring connection to a public water system (Special Improvement District No. 34 preferred), verification of the septic tank’s functionality and capacity by the appropriate regulatory authority, removal of vehicle access to Cornhusker Road with access shifted to Valaretta, provision of on‑site parking as designed, installation of landscaping along the property’s north side, and a requirement that the property be rezoned back to RE Residential Estates when sold.
The council also approved a conditional use permit for HEB NE LLC to operate a drive‑through coffee kiosk in the GC General Commercial zoning district at the northwest corner of South 192nd Street and Oakmont Drive. Owner representative Doug Kellner summarized the proposal; no public comment was recorded.
Two applications from StreetMediaNational LLC for digital billboards were approved: a 672‑square‑foot digital billboard in the FX Flex Space zoning district near Sapp Brothers Drive and Highway 370 (represented by Troy Hammond), and a separate 378‑square‑foot digital billboard in the HC Highway Commercial zoning district at 14341 South Highway 31 near Melia Road. Both hearings attracted no public comment and were approved.
All conditional use permits were approved by motions that passed on recorded votes of 3–0 with one member absent (Lauren Liebentritt). The council members voting yea were Kara Alexander, Bill Proctor and Jeremy Westengaard.
The approvals include site and utility conditions (noted above for the assisted‑living permit); the council’s action does not by itself constitute building or operational permits, which remain subject to other regulatory reviews and inspections.
