Residents press commissioners on data-center outreach and timing; board says zoning authority rests with municipalities

During the May 12 meeting several residents raised concerns about county communication with prospective data-center developers and the effect on municipal zoning work.
Shannon Weiselt of Mahoning Township said she was "shocked" to see meeting minutes indicating a commissioner had been speaking with developers and asked for an explanation and more transparency: "It seems irresponsible for the commissioners to have these discussions while they are aware many townships are not prepared with ordinances," she said.
Commissioner Kennedy and others responded that county commissioners have limited formal authority over land use and zoning, which is exercised at the municipal level. Kennedy said he and the county economic-development organization sometimes meet with prospective companies to show available property, but county-level approval is limited to matters such as tax incentives and is not a substitute for township zoning. Commissioner Sonata added that planning staff and county associations (NACo, CCAP) are resources when municipalities need technical information.
The chair reiterated that some companies voluntarily inform the county when they are considering locating here but that the legal authority for land use rests primarily with townships and boroughs. The commissioners asked the county solicitor to review documents residents submitted and to contact those residents with clarifications.
The exchange highlights local concern over development outreach and the need for clearer communications between county officials, townships and residents.
