The Ephraim City Planning Commission approved the Rosie Holmes subdivision on June 11, authorizing the division of an approximately 5.65-acre parcel (assessor parcel S-6198) into 36 lots intended for single-family homes sized at about 3,000 square feet each, contingent on several conditions described by staff.
Staff described the concept as preliminary and listed specific conditions that must be met prior to recordation and occupancy: a development agreement clarifying which party is responsible for infrastructure and roads; expansion of the private interior road from 20 to at least 24 feet (per city code); full-width road and frontage improvements along Phase 1 (including 400 West); utility lines(s) located in public north/south roads rather than the private access road; provision of a hammerhead or temporary turnaround if the private road is not complete in phase one; and confirmation that North Stampede Garbage Disposal can service the subdivision.
Staff said the developer owns both sides of the proposed private road and that the city and applicant will work out timing for the frontage and road work. "We don't want any more half roads," staff said, summarizing the department's intent to avoid incomplete road infrastructure. Staff also reserved the right for minor technical edits to the plat prior to recordation.
A commissioner moved and seconded approval of the subdivision with the staff-recommended conditions; the motion carried. Staff said the conditions will be enforced before any units are occupied and that infrastructure must be in place or suitably phased to the city's standards.
The matter does not require a recommendation to city council: this subdivision approval will be processed and recorded after staff and the developer complete the required conditions and technical corrections.
