The Ephraim City Planning Commission on July 9 approved the Cedar Point subdivision, a proposal to divide roughly 2 acres (assessor parcel 6198) into 12 single-family lots, and recommended a partial vacation of Phase 3 (Lot 12) to the city council.
Megan, a city planner, explained staff had reviewed the final plat and recommended approval with conditions that include complying with subdivision and improvement standards, coordinating with the power and fire departments, and ensuring required street lights and addresses are placed on the plat. Staff said the smallest proposed lot is just over 6,000 square feet and the largest is about 8,000 square feet; the overall parcel conversion was characterized as a medium-density transition between larger lots to the north and smaller flex-home lots to the south.
Commissioners discussed construction timing and utility readiness. Staff and other members reported that road work has already begun in the area, underground water and sewer infrastructure on 400 West is in place, and coordination with the power department on conduit sleeves is complete or underway. Regarding utilities, staff said the city has expanded its water supply since 2018 (adding two wells and purchasing water rights) and currently has more than 5,000,000 gallons of storage; average sewer flows were reported at about 400,000 gallons per day while the sewer pond is sized for roughly 1,200,000 gallons per day.
A commissioner moved to approve the Cedar Point subdivision with the conditions outlined in the staff report, the commission seconded the motion and the transcript records affirmative 'Aye' responses; the chair declared the motion passed. The commission then voted to recommend the partial vacation of Phase 3 (Lot 12) to the city council; the transcript records the motion, second and affirmative responses.
What happens next: The subdivision may proceed once final plat technical items are addressed and the city completes required technical checks (addresses, conduit placement coordination with the power department and fire chief). The partial vacation recommendation will be forwarded for city council consideration.
