The Lake County Board of Supervisors authorized the Probation Department to submit an application for Proposition 64 cohort funding and designated the chief probation officer as the authorized signatory.
Chief Probation Officer (identified in the meeting as Chief Montre) told the board the RFP requires at least 70% of funds be allocated to public‑safety and enforcement activities to receive priority consideration; the county’s proposed application allocates just over 70% to enforcement work and roughly 30% to youth prevention and evidence‑based juvenile programming. "In order to ensure priority for this application, we are seeking just over 70% of the funds for public safety and enforcement activities," the chief said.
Probation described plans to designate an officer to supervise individuals with cannabis‑related charges and to fund a service‑services analyst to compile required data and support programming. The proposal would also continue two positions that prior cohort funding provided and would finance equipment and supplies for participating departments. If awarded, funding would begin July 1 and the county will return to the board to consider contracts and acceptance of the award.
During public comment several residents and service providers urged greater transparency in grant planning and urged that community‑based youth organizations be consulted on program design. The board approved the application despite one supervisor stating opposition; staff said the matter will return for contract approval if the county is invited to apply for funds.
