Board signs Head Start, therapy provider MOUs and approves utilities and vehicle purchases

At its July 14 meeting the Preston County Board of Education approved multiple contracts and memoranda of understanding intended to secure early‑childhood slots, therapy services and continuing grant funding.
The board approved an MOU with North Central West Virginia Community Action Association to provide Head Start Pre‑K services for the 2025–26 year; administrators said South Preston is currently full and other sites have capacity. The board also approved contracts with Messenger Speech Therapy LLC, Best Life Therapy, and Whole Families PLLC to provide speech and behavioral assessment services.
Trustees voted to continue an agreement with the West Virginia Department of Education for the Communities and Schools program for 2025–26 to maintain in‑school programming at several sites. The transcript records that vote as passing (noted as "motion passes 31" in the record); earlier MOU votes were recorded as passing 4–0.
On finance and procurement, trustees approved purchase recommendations including two 2025 GMC Savana cargo vans for maintenance, and blanket purchase orders for Mountaineer Gas (natural gas), Kingwood Waterworks (water services), State Board of Risk and Insurance (liability insurance), and district electric service. The board also approved the schedule of checks. Several of these motions passed unanimously on voice votes recorded in the minutes.
Board members and staff noted operational details: Head Start enrollment at some sites is full; coaches and principals will use the contractual services and transportation protocols for activities; and the district will maintain oversight of vendor background checks and contractor site requirements.
