MORRIS CITY — At the close of the March 27 hearing, the panel closed the evidentiary record and established a timetable for the next steps in the appeal.
The panel asked both sides to submit written arguments and any proposed findings by Sept. 19, 2025. Counsel and the presiding officer said they expected the city council to deliberate at its second meeting in September and to render a written decision within 30 days of that deliberation.
The panel also reviewed and confirmed exhibits with counsel during the hearing. Officials said they would make evidence and an audio recording available to council members who did not attend so those members could review the record before deliberation.
The hearing was adjourned after the schedule was set.
