Council approves airport grant applications, budget transfers and community garden resolution

At its March 18 meeting Harlan City Council approved several resolutions and staff recommendations relating to airport improvements, insurance renewals and budget housekeeping.
Airport and grants: Council opened and closed a public hearing on the proposed terminal apron expansion and then approved Resolution 2597 authorizing submission of an application to the General Aviation Airport Improvement Program. Council also voted to proceed with an application and recommendation for a new above‑ground fuel facility and approved purchase of a taxiway regulator using a safety/emergency grant (staff reported the grant contribution at about $110,000). Staff noted the airport received a $10,000 grant for a constant current regulator.
Budget and insurance: Council approved Resolution 2598 to document necessary budget transfers for fiscal year 2024–25 (staff said the transfers reflect movement of existing appropriated funds and do not change net budget totals). The council also voted to renew property, casualty and workers' compensation insurance with EMC; health insurance matters were deferred to a separate meeting.
Community garden: The council approved Resolution 2599 expressing local support for use of Lots 21 and 22 as a community garden and continued the community garden program.
