Public forum: landlords seek enforcement timelines; privacy and septic program concerns raised

Several members of the public addressed the Pierce County Council during the community forum on May 5.

Denise Booth, a Tacoma-area housing provider, said she followed the Washington Residential Landlord-Tenant Act and obtained a court judgment and writ of restitution but that enforcement delays have prevented regaining possession. She described ongoing mortgage, tax, insurance and maintenance costs without rental income and urged the county to publish timelines for executing writs, allocate resources to reduce enforcement backlogs and consider landlord hardship relief when delays extend beyond a reasonable period.

An online commenter who identified himself as Dewey criticized the pace and substance of previous meetings on septic inspection proposals, questioned whether septic systems, fertilizer, waterfowl or livestock are the primary sources of water pollution, and said contracting models and program costs raised trust concerns. He urged clearer evidence and accountability in program design.

Angela Niiscuardo called for expanded county privacy laws to address immigration enforcement, protest tracking and protection of personally identifying information in employment and court documents. She said stolen personal data and identity theft are ongoing concerns and requested the council consider privacy law revisions soon.

Council members thanked speakers and noted avenues for follow-up and distribution of written materials. No formal action was taken; these comments were recorded for staff consideration and possible future agenda items.
