Tagert, identifying herself as deputy director at the Pulaski County Juvenile Detention Center, told commissioners she started the nonprofit to intervene earlier in children’s lives after seeing very young juveniles enter the detention system. "I see kids come in every day, very, very young ages, possession of a handgun, terroristic threatening," she said, arguing that an enrichment program could provide early academic support and community engagement.
The pilot will serve children roughly ages 5 to 13 and Tagert said she planned staffing and programming for about 50 children initially; she told the commission that, "based off of the information I was provided," licensing could allow up to about 100 children. The program will include literacy, math, STEAM activities, two meals per day, weekly community field trips and language instruction in ASL and Spanish; Tagert also said she would teach de‑escalation skills informed by her prior work in probation and alternative learning environments.
Tagert said she has partnered with New Calvary Temple Church of God in Christ in North Little Rock for a pilot site and that initial funding is personal. "My ultimate goal is the pilot program so that I'm able to make myself known, network, eventually get sponsorships, donors," she said, adding that she wants to expand services to include infancy care and ultimately pursue a charter school.
Commissioners had brief procedural questions about capacity and licensing; staff told Tagert she should follow up with planning staff (Miss James/Donna) for next steps. The commission voted in favor of the special use; staff and the applicant will complete licensing and any subsequent inspections required by the city's permit process.
What happens next: Tagert was instructed to coordinate with city staff on zoning conditions and licensing; any changes to capacity or operating hours will be governed by licensing requirements and the terms of the approved permit.
