Fergus Falls council approves two cannabis retail registrations, declines others; tobacco and standalone-garage ordinances pass

Fergus Falls City Council on Oct. 6 voted on a slate of cannabis retail registrations and held second readings of two ordinances.
Council approved a retail registration for Greenwood Roots Limited and Elevate Cannabis Dispensary LLC after a roll call vote. Members discussed application details, and one councilor emphasized that curbside pickup was not allowed under local rules; staff confirmed the ordinance already addressed that restriction.
The council also approved a retail registration for NB2A Investments LLC on a separate roll call. A proposed registration for Red Irish Iris LLC received no motion and therefore failed for lack of a second; several other applications did not receive motions and failed by procedure. A separate application for Sugar High Cannabis Consulting and Dispensary LLC was considered and failed on a 5–3 roll call.
During the cannabis-item roll calls staff reminded council of state guidance that the city should issue two licenses if possible. Council discussed and voted on each applicant individually rather than taking a single block vote.
Separately, the council completed second readings of Ordinance 74 (tobacco licensing, which extends distance restrictions similar to existing cannabis rules) and Ordinance 69 (allowing standalone garages). Both ordinances passed on roll-call votes.
Council also approved payment of the evening's claims on a roll call. The meeting ended after a few administrative announcements and scheduling notes for upcoming committee and council meetings.
