Council directs preparation of annual reports for Assessment Districts 20 and 22 and requests Concord consent for AD20 parcels

The council voted unanimously to direct staff to prepare the 2026–27 annual reports for two assessment districts and to request the city of Concord’s consent to levy assessments on certain parcels in AD20.

Public Works Director Ann James explained Assessment District 20 covers enhanced landscape maintenance and street lighting along commercial corridors (six zones including downtown) and that 17 parcels within the city of Concord are included in the benefited properties. She said the annual report must describe planned improvements, estimate costs, allocate costs to parcels and confirm benefiting parcels; staff will return to council in June for a public hearing to set the assessments.

James also described Assessment District 22, which covers frontage and pathway maintenance along sections of Grayson Road and Valley Road, including trail maintenance and benches. Gallery Walk and Grayson Woods were discussed as examples of how assessment boundaries and homeowner association responsibilities differ.

Council members moved and separately voted on the resolutions: (1) direct preparation and filing of the AD20 annual report; (2) request consent from the city of Concord to levy assessments on the 17 Concord properties; and (3) direct preparation and filing of the AD22 annual report. Each motion passed on a unanimous roll-call vote: Law — yes; Noak — yes; Oalinski — yes; Sakot — yes; Chess — yes.

Staff said the engineer of work (hired last year) will prepare the reports and return in June for public hearings and final adoption.
