Planning commission approves expansion of existing Abilene bed-and-breakfast

The Dickinson County Planning Commission voted April 16 to approve CUP 26-03, allowing an expansion of an existing bed-and-breakfast at 2321 West Detroit Street to add additional guest rooms.

Staff told commissioners the applicant submitted an updated site plan showing added parking that meets county requirements and that the expansion conforms with the comprehensive plan, is compatible with adjacent agricultural and residential uses, and should not overburden transportation or sewer infrastructure. Staff recommended approval with the condition that any further expansion beyond the proposed additional rooms would require a new conditional use permit.

The applicant, listed on the application as Gary Cooley, told the commission the expansion would help bring more visitors to Abilene and support local destinations, including the Eisenhower Museum. "We believe it is an asset to the community," he said.

A commissioner asked whether the property is served by rural water; the applicant clarified the site relies on a private well and is served by public sewer, and staff said environmental services had reported no issues. After brief discussion the commission moved to approve the CUP with staff-recommended conditions; the motion passed by voice vote (tally not specified in the transcript).

The approval is subject to the staff conditions discussed at the hearing; staff also reminded the applicant that further expansion would trigger a separate review and permitting process. The commission’s recommendation will be forwarded to the county commission after any applicable appeal period.
